CAMPAIGN 2016: FBI Director Comey tells Congress review of new Clinton emails does not change conclusion that she should not face charges

In a letter to Congress, FBI Director James Comey said a review of recently discovered Hillary Clinton emails does not change the agency's conclusion reached in July that no charges were warranted in the probe of her private email server.
